The Ministry of Labour, Family and Social Affairs drafts acts and other regulations in the field of social partnership and expert opinions relevant to the field of collective labour law and social dialogue (collective agreements, trade union law, workers’ participation in management, strike arrangements) and harmonises them with the EU legislation.
It is involved in wage policy agreements for private sector, drafts social contract proposals and co-ordinates and drafts legislation concerning minimum wage. It monitors general collective agreements and collective agreements for industries or sectors, registers collective agreements, representativeness of trade unions and employers and is the second instance appellate body.
It prepares reviews and analyses concerning labour and is involved in international co-operation.
List of the representative trade unions
Within the scope of its powers arising from the Representativeness of Trade Unions Act (Ur. . RS, No. 13/1993) and based on the evidence of meeting the conditions stipulated by the legislation, the Ministry of Labour, Family and Social Affairs issues decisions on trade union representativeness for trade union associations or confederations and for independent trade unions representative within industries, sectors, occupations, municipalities or broader local communities.
The representativeness of a trade union for particular industry or occupation is established in accordance with the Standard Classification of Activities and Standard Classification of Occupations.
List of arbitrators pursuant to the Workers’ Participation in Management Act
Pursuant to Article 101 of the Workers’ Participation in Management Act (Ur. . RS, Nos. 42/1993, 56/2001) and the Rules setting up a list of arbiters to constitute the arbitration board for dispute settlement (Ur. l. RS, Nos. 37/2003, 3/2004), the minister responsible for labour sets up a list of arbiters constituting the arbitration board for dispute settlement under the Workers’ Participation in Management Act on the basis of a proposal submitted by the employers associations and representative trade unions.
The data on arbiters are deposited with the Ministry of Labour, Family and Social Affairs.

Collective agreements register
Pursuant to Article 25 of the Collective Agreements Act (Ur. l. RS, No. 43/2006), the collective agreements concluded at the national level are entered into the register of collective agreements kept by the ministry responsible for labour.
A list of experts for mediation and a list of arbiters for settling collective labour disputes
Pursuant to Article 21 and Article 22(3) of the Collective Agreements Act (Ur. l. RS, No. 43/2006), the Minister of Labour, Family and Social Affairs issues a decision setting up a list of experts for mediation and a list of arbiters for setting collective labour disputes.
